Isolation and Protection Standard for Reach Stacker Operation
Compared with small loading and unloading machinery such as loaders and forklifts, the container reach stacker has a huge shape, and the driver’s vision is blocked. At the same time, due to the relatively small working site, the back and forth of container transport vehicles, the frequent turning (reversing) of the reach stacker, and the complicated personnel entering and leaving the freight yard, etc. It becomes a safety hazard in the reach stacker operation. This not only puts forward higher requirements on the operating skills and safety responsibility awareness of the reach stacker driver, but also requires that the safety precautions for on-site operations must be effective.
Isolation Protection Standards
1. Install a barrier
1. Install isolation belts in the operation area: install isolation belts at both ends of the operation area (ie, both ends of the line), and the isolation belts leave two passages for vehicles and personnel to enter and exit the operation area: leave them on the side close to the container yard. There is a 6-meter-wide vehicle entry and exit channel, and a personnel entry and exit channel is left on one side of the train line (between the car body and the outermost 2 meters of the car body).
2. Installation personnel and review: During the operation, auxiliary workers (protectors) of the reach stacker shall set up isolation piles and isolation chains with reflective signs at both ends of the operation area, or they can be set as fixed isolation belts, and the assistants foreman shall review the work. confirm.
2. Determine channel, area
1. Determine the personnel walking channel: on one side of the train line, between the outermost 2 meters of the car body and the car body, as the personnel walking channel during the operation.
2. Determine the spare passage for personnel to walk: On the side of the train line, the distance between the outermost 2 meters of the car body and the outermost 4 meters of the car body is used as the personnel walking channel when the operation is still in progress after the delivery plan is issued.
3. Determine the car running channel: On the side of the container yard, the outermost 6 meters of the box stack and the box stack are used as the car running channel during the operation.
4. Determine the working area of the reach stacker: between the personnel walking passage (or the spare passage) and the vehicle running passage, it is the working area of the reach stacker.
3. Personnel walking and standing
1. Regardless of the reach stacker loading and unloading trains or cars, the auxiliary workers who cooperate with the reach stacker operation, the loading and unloading safety management personnel responsible for on-site inspection and other staff should enter the operation area from the entrance and exit of the personnel close to the side of the train line, and strictly walk on the personnel. Passage walking, that is, walking in area A.
2. After the pick-up and delivery plan is issued, all staff should enter the work area from the entrance and exit of the personnel close to the side of the train line, and strictly walk in the spare passage for personnel to walk, that is, in area B, and it is strictly forbidden to intrude into area A.
3. After the pick-up and delivery plan is issued, the squad leader of the auxiliary worker and the safety officer of the loading and unloading team should strengthen the observation of the direction of the incoming vehicle and the communication with the freight personnel. When the nose or train enters the freight yard, use the walkie-talkie to notify the reach stacker driver. , Auxiliary workers stop working, and use the walkie-talkie to notify them to continue working after the truck has been picked up and delivered, and the machine head or train has left the cargo yard.
4. Due to work needs, when personnel need to leave the personnel walking channel and enter the reach stacker operation area, they should keep a distance of more than 15 meters from the reach stacker. If the distance cannot be maintained, the loading and unloading personnel need to call to stop the reach stacker. After stabilization, you can enter.
5. When loading and unloading trains, when the reach stacker is driving towards the train vehicle, it is strictly forbidden for people to stand in front of the operating vehicle. When approaching the pedestrian passage, the personnel should pay attention to avoidance, and the distance from the reach stacker should not be less than 2 meters. Except for auxiliary workers (signal Commander), other people should stay as far away as possible to 15 meters if possible.
6. When loading and unloading vehicles, the tail of the reach stacker should face the passage of personnel, and all personnel should stay away from the reach stacker to a distance of 15 meters.
7. When walking and working in the personnel walking passage, you should strengthen the lookout, pay close attention to the movement of the reach stacker and the vehicle, and keep a safe distance at all times.
4. Operation of car and reach stacker
1. When the car enters the work area, it should enter and exit from the entrance according to the regulations. In principle, it only drives in the car running channel, that is, in the C area. All cars in the work area should drive in the same direction, and it is forbidden to drive in the opposite direction.
2. When the car needs to reverse or turn around in the operation area due to various situations such as adjusting the direction of the box door, loading after unloading, and loading the unloading train, it should be carried out in a free area away from the reach stacker, and intrusion is strictly prohibited. Personnel walkway.
3. Except when loading and unloading trains, the reach spreader can intrude into the walking passage of people. At other times, it is strictly forbidden for any part of the reach stacker to intrude into the walking passage of people.
4. When the reach stacker enters or passes through the car passage, the running state of the car should be observed to ensure safety before entering.
5. When multiple reach stackers or forklifts work at the same time in the same area, there must be a safety distance of 30 meters between each equipment.
6. When loading and unloading vehicles are still in operation after the pickup and delivery plan is issued, isolation piles must be set up between the reach stacker and the train line, and the distance between the isolation piles is not less than 2 meters from the line; A distance of 5 meters forms an isolation belt with a length of 15 meters. The isolation belt moves with the position of the reach stacker and is always between the train line.
